It's a solid carbon bearing that contacts the cover plate, no it doesn't spin in it's housing. Never seen that type before on a Commer

The other one is a roller bearing, I have one on LNK. It works fine and normally gives a slightly smoother clutch action but the carbon type has less to go wrong.
