If the cotter pin shows no sign of moving after a couple of taps. I would always recommend a good dose of heat before attacking with larger blows to it. Mind you, I have more experience breaking imp kingpins, and on these you can take the whole axle off and cheat by using a press. I still have one kingpin that I have not managed to remove even with 20 tonnes of pressure and heat at the same time.
