Modified historic Vehicles - future use!

To be fair I did get replies from the offices of two other MEP's - one Labour not sure of the other, both saying they would look into it when the summer recess was over:I

I,ve managed to find a fatality rate for classic car accidents 2010....

obviously such a immensely high figure is outrageous, and they should be banned immediately.

The last time we had a vote on getting out of the EU, which was then the Common Market, was in the mid 1970`s! I was still at school then and Im damn near retired now which puts you into your 70`s[:0]
You look quite well on it though, must be having a very young wife that does it :D:D

I know this doesnt really effect us over here but I think this is a disaster waiting to happen. What is it with euro politicians that they just have to 'improve' everything all the time?
They can't even make the currency work so how do they think they can manage a to run a 'super state'.
New Zealand seems to eventually take up most things that happen in uk anyway so no doubt in a couple of years there will be some unnessery changes to the rules here:(
It's good that folks are shouting about this. Countries need to stand up for their individual identities. Otherwise we will all be forced to be exactly the same. That's when I have a Thelma and Louise moment and drive my modified classic off the highest cliff I can find!

I just need a good rootes...

And yes, could quite likely occur the same way in countries elsewhere inc Aus and NZ :(

Was there adefinitive answer to John's question above? I am a bit concerned as I have changed the original air, water and oil on my van!!! lol
My thoughts on the MOT malarky are that even if the MOT is no longer required for vehicles of a certain age, can you imagine getting insurance on something that hasn't been MOT'd and deemed roadworthy?
How do you prove to your insurance company that your vehicle isn't going to kill everybody on the road...or near it???
Answer Pay for a private test, and I am sure the insurance companies won't charge the same as an MOT test, and I am sure that the insurers will be able to put you in touch with their newly set up techical team to arrange for the test.
So even if you are exempt from an annual MOT, you will still have to pay for a more expensive and thorough MOT to satisfy the insurers!

I read this in practical classics and it makes perfect sense to me, government washes it's hand of something and we pay through the nose.

So where can I find a tyre inflator that will provide me with 1974 air????
 
Well this is a lively debate !?

This has been "on the cards " for a long time !

It all started with the SVA test and has been coming in a bit at a time and every time it goes to the EU it gets pushed back.

But they will keep trying we just need to stay aware of what's going on in our hobby !

This will effect ANYBODY who has an interest in ANY type of motor vehicle classic, hot rod, yank, euro, bike, boat the lot

Dear Mr Pankhurst

Thank you for contacting me and sharing your concerns on the European Commission's proposed new regulation on periodic roadworthiness tests for motor vehicles.

The proposed regulation, which is part of the 'Roadworthiness Package', was submitted to the European Parliament during the summer recess. It has not yet been considered, or even studied, by the Parliament's Transport Committee.

When the Transport Committee has reached its view of this proposed regulation, the matter will be referred back to the European Commission and the Council of Ministers, which comprises national Transport Ministers from around the EU.

I realise this process is very bureaucratic and I do not expect a decision on this proposal before the end of 2013.

As a Conservative MEP for the North West, and as Spokesman for Transport & Tourism, I am concerned that this is yet further interference by the EU in matters which, certainly in the case of the United Kingdom, have been handled perfectly well until now.

I do not believe that roadworthiness testing should relate to modifications, alterations or improvements to vehicles. Most historic vehicles will have been modified at some stage and so testing against its original characteristics, as the proposal suggest, is simply unworkable. I shall be making robust arguments to the Committee on these issues.

You will be able to follow its progress through the web site of the European Parliament and I shall also endeavour to keep in touch with you.

In the meantime, I am pleased that the Federation of British Historic Vehicle Clubs has also confirmed that it has submitted comments to the Department for Transport and I would urge you to also contact your Member of Parliament, if you have not already done so.

Dear John Pankhurst,

Thank you for your recent e-mail alerting me to your concerns over proposed
changes to the requirements for classic or heritage car owners. As well as
myself, I am replying on behalf of my Labour MEP colleague, Arlene McCarthy,
to whom you have also written on this matter.

These are proposals that were put forward by the European Commission in
July. The usual EU legislative process is for the European Commission to
initiate legislation and then for the European Parliament and Council (where
the 27 national Governments sit) to scrutinise and amend the proposals
before any changes are passed into law.

At this stage the European Commission's proposals have just been transmitted
to the European Parliament and MEPs will, over the coming months, have the
chance to put forward changes they feel are necessary to improve the
European Commission's text. This means that we have a lot of scope to change
elements of the Commission proposal that we do not like and this is
precisely the work that I will be doing over the next few months.

Turning now to the content of the Commission's revision proposals, I would
first of all like to make it clear that any new changes must be about
finding a good balance between ensuring high standards of road safety and
putting in place rules that are proportionate to the associated risks. While
I welcome some of the sensible changes proposed by the Commission I am not
in favour of imposing excessive regulations that in effect prevent owners of
historic and/or modified vehicles from continuing to enjoy their pastime.

It is for this reason that just last week I raised your concerns over the
alleged restrictions on modifying vehicles directly with the European
Commission. I had a meeting with Commission officials responsible for
writing this legislation and they clarified that the new legislation does
not in any way prevent vehicle owners from modifying their vehicles. We
believe the confusion may have stemmed from the new requirement for vehicle
manufacturers to provide testing centres with access to the technical
information necessary for MOT tests. This requirement, however, does not in
any way mean that all components would have to conform with those which were
on the car when it was first registered or that vehicles will be failed
their MOT test due to alterations.

The intention is simply to ensure that vehicle manufacturers release
technical information that could assist and facilitate testers in doing
their job. The legislation does not make any reference to failing motorists
on their MOT tests on the basis of any modifications to their vehicle. I am
providing you with a link below to the specific legislative proposal. You

Not all the MEPs are as positive as some I've had contact with.
I got a letter from Chris Davies, the Lib Dem MEP, this morning. Apparently there's a lot of confusion with the new legislation, your not kidding [V]
He said there's nothing to worry about, your vehicle (if over 30 years old) will maintain it's historic status as long as no modifications have been done to engine, steering, suspension or body. Well that covers unleaded conversions, electronic ignition, uprated shocks, change of colour and just about every safety, reliability and economy modification you can suggest.
I replied offering my opinions in a measured, polite and calm way - although I wanted to scream at him for being so matter of fact and insensitive about the whole thing
This is very bad news - keep up the pressure and make your voice heard.

I think we should all ask Jeremy Clarkson to become a MEP!
That or ditch the euro parliament, after all GB didn't sign up to the Euro.
I spent 27 years living in Ireland and voted against the Euro coming in. Now I feel I did the right thing even though it made not one jot of difference :(
If the idiots are left to run everything we will all be eating square apples because they can be packaged more efficiently....
Can't do a whole lot from down here but as a classic vehicle owner I urge all motorists with any interest in their rights get their voice heard.
If this does go through it will indeed be a sad day for us all BUT we will only have ourselves to blame for allowing it to happen...
