where's the heat??

There's no heat in the cab and I'm pretty sure there should be...
Suggestions?

there is often a tap on the water pipes that feed the cab heater that gets turned off in summer?

Tap is usually on top of the engine.

The heater tap can be seen on the left of the engine,with the black hose attached to it by the carb return spring . In the pic it looks closed, turn it 90 degrees to open it and feel the heat - well warm
