Sign the Reshell or Die Petition

I've just launched the Classics Monthly Reshell or Die campaign to make reshelling a classic, and keeping its original identity, legal. The campaign will go all the way to the Transport Minister and Secretary for Transport.
It's an open secret that private and trade restorers have reshelled cars on the quiet for fear of a car ending up with a Q-plate if found out.

An example of this working for Commers would have been TelfordBob's arson-destroyed Commer. Under the proposal he could have used a donor shell (if he could find one being broken for spares, sure) and reshell it legally keeping its original ID. This would at least save one classic from two scrappers.
For trade specialists, this would allow them to restore shells with a V5C and sell them when needed to customers unable or unwilling to pay the labour charges of a full restoration perhaps beyond the value of the vehicle.

I thought this could be done legally sometimes, like with the MGB heritage shells? Of is this specifically for shells which have previously been on the road?

If the original tooling (BMH's MGB shells for example) can still be used that's fine. To use an already registered vehicle and attempt to hide its origins is illegal.
Current legislation (to prevent 'ringing') will assign a Q-plate to a reshelled car if the DVLA find out - hence it forces well-intended reshells to be done on the quiet, under wraps. Check out the Rebuilt Vehicles Guidelines (INF26)

Monocoque shells ARE the identity of such cars, just as an original chassis is crucial for classics built in such a manner.

Reshell or Die wants the owner of two cars, identical in body construction, to have the right to combine their best components, retain the nominated ID and be transparent about the reshell. I believe it's environmentally responsible to re-purpose an otherwise defunct bodyshell.

Would values of classics be affected? That depends on reaction to a reshell. Reshelled MGBs hold their value as they suffer far less corrosion than an original.
