Rear bumpers fitting without brackets

Hi

I have now got a set of rear bumpers and brackets but the bracket slot is obscured by plates of metal and don't look like my van ever used them (Duke). Using coach bolts, spacers and nuts would it be ok to rig up mini-brackets so's Duke can wear them again and look shiney?

Either that or sellotape?
