Done a little more research and is clear that the only way it could be done without getting into BIVA territory is to mount a monococque panel van or camper on to a chassis of similar wheelbase dimensions and then remodel the body into the milk float design by cutting the panels out and putting a deck in to raise the floor height.
Mounting the engine and transmission directly to the donor chassis means that you can then drop the Commer body over the assembled chassis and you have no issues with the monococque what so ever. Adding extra members and mounting brackets to a chassis is allowed but removing them isn't, which rules out the chassis cab idea as you would need to remove the sills in order to get the wheels underneath.
So will be on the look out for a complete panel van shell with a knackered floor, (no engine or gearbox required)
at some point in the future. Really it's all about preparing a chassis first.
