Klix hill troubles

Klix the '66 highwayman commer has a lovely engine which purrs along beautifully with all vacuum advance and timing and fuel supply in tip top condition. This does not seem to be much help for hill climbing where she is down to 15mph and really high revving working hard to move - doesn't misfire just really labours. Thoroughly depressed her owner Charlie by taking him out for spin in Bessie - which you'd expect to be a bit quicker as a poptop van rather than Highwayman body but she did 35 up the same hill:I

The engine is on the docs as a 1725 but it looks possible that the age of van could mean it has a 1600 (which could explain struggling) - is there a way of identifying block to get engine size - I know from my vans that oil dipstick hole location tells you if it is a 1500 or 1725 but don't know about 1600.

Any ideas for possible causes for climbing woes or block recognition?

i dont want to be grim reaper but that sounds like the clutch has had it, if the speed was low then the engine revs should be struggling or low not high revving, but first jack up each front wheel and make sure you havnt got a brake grabbing somewhere by spinning the wheel with handbrake off (chock other wheels) they should spin relatively easy, then jack up rear axle so both wheels are off the floor and each one should turn fairly easy with the opposite wheel going opposite way, good luck[8D]
