My Commer that has a modified engine , I have found that if in 28c plus heat , I cruise at 2500 r p m plus rpm for an hour or so the temps go to 200 , if I drop down to 2000 rpm the temps drop to around 180 .If when driveing at 2500 r p m, I turn on the heater the temps drop to around 180.The heater gets its air from half way up the car. If I drop down a gear and still do 2500 rpm for .5 of an hour, but at lower speed the temps stay low around 180 . From this I think that the air is stalling in front of the Radiator at higher speeds . I have a larger radaitor fitted , a larger flex fan , and metal plates that direct air up to the Radiator.???
 
Try plumbing a bike rad or heater matrix into the cab heater circuit and position it well into the air stream. Or fit a lower air scoop, you can turn the original one upside down to get this effect.

Sounds like it,s an airflow problem. We had similar issues with Fontaine, and never did solve it [xx(]. Either not enough air is getting in or the heat is not getting out. May be worth trying an electric fan rather than the flexy ;)

I am considering making a small run of overcored alloy rads which will help alleviate problems such as these. Would anyone be interested? Just trying to gauge demand?
