Sorry can't help. I think that stamping is unique to the Australian vehicles, the Rootes Archive Trust may be able to help but not sure if their records extend to exports and CDK's.
 
Roots may also know what the vin number codes mean. Looking on google vins were standardised in early 1980s so any earlier it was what the manufacturer wanted to put so no standard format. I could only find Roots chassis number info for non commercial on web

May be I can look at the relay box I know Lucas stamp date them?

Unfortunately they are probably THE most unobtainable piece of trim on a Commer :( I think you will have to get creative and make something.
Your grille is on upside down by the way, he looks a bit glum;)
