I think the majority of Commer owners in the other hemisphere are more concerned with fitting heaters.
Mine's got 240 air, 2 windows at 40 MPH
But seriously, there used to be plenty of companies doing aftermarket underdash air conditioning that would work fine on a Commer. As there is nothing to intergrate air conditioning into on a Commer you have a blank canvas, though the first thing I would be looking at is some heavy tinting on the windows so when the air is fitted it doesn't have to work as hard to keep the large cabin cooled to something comfortable on a hot summers day.

We bought a Trans Cool 12v evaporative air cooler, we were a bit skeptical at first but its great.They are made in Aust and sell for about 250Au$ which is pretty pricey for what they are.
Although you can use them while driving if you want, they are a bit bulky for the dash.
So we also use the 2/40 cooling method when driving, but when camped out on hot nights we put it up by the sink and its vents cover the bed, its magic.
They only draw around 0.8amp on a low setting so run for ages on a standard car batt without flattening it.
Although they don't work anywhere near as good as factory aircon and wont cool the interior of your van down much, they do blast cool air onto you.
Much better than the old bolt on dash fans anyway...
On a different note, Fitting an under dash universal unit would be quite strait forward. You could run the pipes in with the heater hoses in the floor channels. The only real concern is the condenser, fitting it in front of the radiator will reduce airflow and you may have to fit fans and scoops to help keep your engine cool.
But i still think it would overheat in traffic.

Well it was just a thought while i have the van in pieces maybe hooking up air as well as heat as the 2lt nissan motor should handle it.
We would only use the air con when really needed like crossing the nullabour.
And yes solar block to the windows were on my list
