72 commer shell

Call me old fashioned but is this guy not basically selling the vehicles 'identity'? I've seen similar adverts where someone lists chassis plates, V5 and pile of 'spares'. It strikes me that this shell would only be of any real use if you had, say a post '72 PB and you wanted to swap VIN and registration details to then make the later van earlier and as such tax exempt? if that is the case, is that legitimate[?]

If he has the shell complete with ID plates and V5 then there's nothing wrong with selling it. If the buyer then choses to re-shell a later van using these bits (V5 and ID plates) it'll be the new owner committing the crime, not this seller.

A lot will depend on the components used and the DVLA/VOSA points system. Let's face it, if you own a tax-free vehicle there's nothing to stop you upgrading the mechanical bits with later spec stuff or even completely different stuff (V6-V8 etc). If someone buys this early shell and then 'updates' it with a decent engine/gearbox etc etc how is it different to somone rescuing a pre-war chassis from a barn and buying a used body etc to eventually restore it and get it back on the road?
If they already own a rusty late PB then that becomes the donor for the early one.
