Panky I think you are right there is a dowl on the starter side and on the opposite side there is one hole bigger than the rest it goes in half way tight and looks like a washer and nut to hold it at gearbox side. Wee update I have got the engine stripped down to get steam cleaned at work tomorrow then a lick of paint before the full rebuild. Don't even know how this was running who can see what is missing in pic 2
