Looks like a compression tester. You take out all the spark plugs and push the rubber tip into each spark plug hole and spin the engine over, with the throttle wide open, until the needle on the gauge won't rise any further. Repeat on all cylinders to get a good idea of the state of the bores and piston rings.
 
That's great panky so its useful , I got it with a load of other tools out of a house that was doing a clear out near me . I hope I dont ever need it. thanks again .
 
It's a compression tester. It has a needle inside to scribe onto some paper inserts to keep record of each cylinder. The trigger underneath moves the paper out a notch at a time for different cylinders
