I'm sure I saw this van for sale in Germany about a year ago, which would explain why it is left hand drive. If it is a recent import, does it mean that the reg no. will be non-transferable?

Yeah, looks distinctly like an ex-German fire force vehicle; the guys at Practical Performance Car have one in the same colour and with similar mileage. They didn't pay £10K though!

theres a lot of these about being used up to a few years ago by the german fire force spent most its life in a garage a lot of small towns had them i know a bloke who has a lovely one there easy to convert to r/h/d

As that's clearly a private plate it should be fine. If it had beeen given an age-related plate it is that one that would not be transferable. So when you sell the private plate the DVLA will issue a non-transferable age-related plate.
